Browsing in Europe

According to the BBC, Microsoft says that in Europe the new version of its Windows operating system will ship without the Internet Explorer web browser, as required by the European Commission in its ruling that the bundling was anti-competitive behaviour:
European buyers of Windows 7 will have to download and install a web browser for themselves.
And they will do that how?
